New FBA sellers often assume that shipping to an Amazon warehouse means Amazon handles import responsibility. That is not how it works. The seller must make sure the shipment has a valid import structure, customs broker or forwarder support, duties handled correctly, and documents ready before cargo moves.
If importer of record is unclear, the shipment can be held, refused, delayed, or charged unexpected fees.
Ask who is importer of record
The importer of record is responsible for import declarations, duties, compliance, and customs records. If a forwarder says “DDP included”, buyers should still ask who is listed and what proof will be available.

Before booking FBA freight
- Confirm IOR, customs broker, and tax responsibility.
- Confirm DDP, DAP, FOB, or EXW terms in writing.
- Prepare invoice, packing list, product description, and carton data.
- Check FNSKU and carton labels before pickup.
- Ask who pays if customs requests more information.
Do not let the supplier guess FBA rules
Some suppliers ship to Amazon often; others only say they can. Sellers should send exact label files, shipment plan details, delivery requirements, and document instructions before release.
